À l’occasion, Gaston DOSSOUHOUI ministre béninois de l’Agriculture de l’Élevage et de la Pêche a dans son intervention au cours de la session ministérielle réaffirmé l’engagement du Bénin à faire de l’agriculture un des éléments importants de son développement économique
Déjà il rappelle qu’au Bénin… le secteur agricole contribue à l’économie pour environ 33% au PIB, 75% des recettes d’exportation, 15% des recettes de l’Etat et occupe 65% de la population active, et reste le premier secteur de vulnérabilité dont les incidences sur les cultures et sur les ressources naturelles sont connues de tous.
En vue d’adapter l’agriculture africaine aux changements climatiques, Il pose un diagnostic à plusieurs niveaux. D’abord, il part des éléments qui doivent être pris en charge par le secteur public afin d’aider les premiers vendeurs et les exploitants industriels. Des autres facteurs pour la production, il reconnait ensuite l’existence de questions transversales auxquelles on ne peut échapper et qui justifient au mieux les affres du changement climatique mais qui, si corrigés favorisera une agriculture plus structurée et plus productive avec l’utilisation de machines adaptées aux écosystèmes, à l’écologie et à la mise en place d’infrastructures de stockages et de transformations.
De la méthode pour y parvenir, le ministre béninois évoque entre autres la nécessité d’impliquer les jeunes en ces termes : <<On ne décrétera pas l’intérêt des jeunes pour l’agriculture, il faut créer des conditions favorables pour que le jeune puisse aller vers les champs>>
Un investissement conséquent doit être fait à cet effet poursuit-il et ce, à travers l’éducation la formation, le renforcement de capacité, le partages d’expérience etc… Il salue à ce titre la Banque Africaine de Développement pour son programme de technologie et de transformation de l’agriculture et rappelle tout de même les efforts du Bénin…
L’accès et l’utilisation des aliments supposent de bonnes pratiques alimentaires pour manger sain et manger propre assure t’il en expliquant par ailleurs que s’agissant de la climatologie, il existe des dispositions à prendre en modifiant les mécanismes par lesquels la terre est abordée.
Enfin, il appelle tous les pays à une réflexion essentielle et commune pour un programme cohérent et met l’accent sur l’importance d’une complémentarité véritable entre eux . À travers lui, le gouvernement du Bénin s’engage à continuer sur la même lancée et à respecter l’agenda 2030 pour encore aller plus loin parce qu’il voit dans ce dialogue de leadership sur la sécurité alimentaire en Afrique une réelle opportunité de renforcement d’une synergie d’action en faveur de la résilience climatique.
