Suite à la polémique du dossier d’engins lourds qui court sur la mairie d’Abomey Calavi au temps de gestion de Patrice Hounsou Guede. Une réaction officielle publiée sur la page Facebook de l’ex Maire…
LA PROMPTE RÉACTION DE LA CELLULE DE COMMUNICATION DE PATRICE HOUNSOU-GUEDE
« La mairie au temps de Patrice Hounsou Guede n’a jamais acheté un engin lourd mais a signé plutôt des contrats de location vente »
Il est utile de clarifier une fois pour toutes les tenants et aboutissants du dossier d’engins lourds à la mairie d’Abomey Calavi pour mettre fin aux chantages et intoxication de toute nature, de bonne ou de mauvaise foi.
En effet, dans la recherche de solutions aux problèmes d’entretien des voies de la commune d’Abomey Calavi et face au manque de ressources pour y faire face, l’équipe communale sous le mandat du Maire Patrice Hounsou Guede, a du négocier un contrat de location vente avec la société Building International de Mr Timothée Gbetie pour assurer l’entretien des voies pour un montant total de 354000000 F. Aux termes de ce contrat, notamment en son article 5, il revenait à l’entrepreneur d’assurer à ses frais l’entretien et toutes les réparations liées au mauvais fonctionnement y compris les pannes des équipements pendant toute la durée du contrat qui est de 24 mois. Il devrait être payé à hauteur de 14.750.000F par mois pour 24 mois. La mairie conformément à l’orthodoxie des finances publiques devrait le payer sur la base du service fait. Cette obligation a été remplie sur 14 mois pour un montant total de 206.500000F. c’est alors que l’entrepreneur a commencé par éprouver des difficultés d’exécution de la suite du contrat. Dans ces conditions et sans le certificat de service fait, aucun responsable soucieux de la bonne gouvernance ne saurait s’engager à payer des sommes indues qu’il réclame à hauteur de 147.000.000F pour les dix mois restants pour lesquels les engins n’ont pas fonctionné d’autant qu’ils étaient garés au domicile de l’entrepreneur. C’est pourquoi, l’administration étant une continuité, il revient à l’actuelle équipe communale de contraindre l’entrepreneur à l’exécution de ses obligations contractuelles avant l’engagement de tout paiement sur les deniers publics sans chercher de bouc émissaire. Par ailleurs dans ce dossier qui ressurgit sur la toile après la sortie politique le samedi passé de l’ancien Maire Patrice Hounsou Guède, il importe de mettre également fin aux insinuations laissant croire que certains des engins étaient garés sur une ferme privée. En effet, même les esprits les plus sots, comprendront qu’il n’y a pas de confusion possible entre les engins destinés à la production agricole et ceux recommandés pour l’entretien des voies ou les travaux publics. Est ce parce qu’on exerce une fonction politique fut elle Maire, qu’on se refuserait d’investir à titre privé pour le compte des activités dont on a la vocation? Le Maire Patrice Hounsou Guède a même enclenché une poursuite judiciaire contre l’entrepreneur en question qui lui a vendu une tractopelle en privé qui se trouve dans l’enceinte de la mairie au même titre que les autres engins et une parcelle non existante. Halte donc à l’intoxication afin d’exiger de cet entrepreneur la réparation des engins et d’effectuer les travaux pendant les dix mois restants avant tout paiement dans l’intérêt supérieur de la mairie.
Qu’il souvienne à l’opinion publique nationale que l’équipe actuelle qui va chercher dans les poubelles voire dans les décharges finales des déchets toxiques pour détruire un potentiel adversaire, doit commencer par extirper la poutre dans ses yeux avant de s’évertuer à enlever la brindille dans l’œil du voisin. En effet, c’est cette équipe qui a prêté mains fortes à l’exécution d’une décision irrégulière relative au domaine de Marcos à Womey alors que le colonel Hounsou Guède avait décliné une offre de neuf hectares qui lui était proposée.
