Revalorisation des salaires des fonctionnaires : Le Professeur Octavianus AKPABLI jette des lauriers à Patrice TALON et son gouvernement
(L’économiste salue un acte hautement social et invite les fonctionnaires à l’abnégation)
C’est sans doute le sourire aux lèvres pour les fonctionnaires béninois depuis le 7 décembre 2022. Ce jour-là, le gouvernement annonçait à l’issue de la séance hebdomadaire du conseil des ministres, l’entrée en vigueur de la mesure de revalorisation des salaires. Entre autres, le Smig (Salaire Minimum Interprofessionnel Garanti) devra passer de 40 000 qu’il était depuis neuf ans à 52 000 francs CFA soit une augmentation de 30% et plus encore ! Bref, une batterie de mesures qui suscitent des réactions de part et d’autre.
La dernière en date est celle de Octvianus AKPABLI Enseignant d’Economie dans les universités. Dans une interview accordée à la presse locale, l’économiste Octavianus AKPABLI salue la décision et remercie le Président de la République et l’ensemble de son gouvernement pour ‘‘cet acte hautement social’’. « C’est la preuve que le hautement social prôné n’est pas un slogan démagogique » se réjouit l’économiste qui applaudit surtout le fait que la mesure n’épargne aucune catégorie professionnelle. « Outre le SMIG augmenté à 30%,le gouvernement a relevé le point d’indice et procédé à des échelles d’augmentation par métiers. Un conducteur de véhicule administratif bénéficiera en début de carrière d’une hausse de 66%, la sage-femme d’une revalorisation de 51 à 29% de son revenu actuel, le médecin entre 11 et 10%, l’instituteur entre 34 et 12 %. Les policiers, les militaires, les enseignants, les retraités en profitent aussi ; quoi de plus merveilleux » s’extasie le professeur d’université qui invite l’ensemble des fonctionnaires de l’Etat à l’assiduité, à l’abnégation et à la culture de la ponctualité chère au Chef de l’Etat lui-même pour mériter encore la confiance placée en eux par ce dernier.
Il invite également les employeurs du secteur privé à emboiter le pas à l’exécutif afin de sortir leurs employés de la précarité.
Un acte à visée électoraliste ?
Il n’est un secret pour personne que la décision intervient à un moment où le Bénin est en pleine fièvre électorale dans la perspective des législatives du 8 janvier 2023 ; ce qui fait dire à certaines langues qu’il s’agirait d’une mesure à des fins électoralistes. Le professeur Octavianus Akpabli s’inscrit en faux contre cette thèse.
« C’est une mesure précédemment annoncée qui devrait d’ailleurs être prise depuis plusieurs mois mais retarder pour d’autres contraintes » soutient l’économiste qui estime que « le gouvernement a trouvé au contraire le meilleur moment puisque les travailleurs et l’ensemble du peuple béninois font actuellement face aux affres de la Covid-19 et aux lourdes conséquences de la flambée des prix des produits de première nécessité, conséquences de la guerre en Ukraine ».
« Faudrait-il donc continuer à regarder le peuple souffrir sous prétexte que les élections approchent ? s’indigne le professeur Akpabli qui en appelle à la retenue. Car pour cet économiste international, même les pays les plus riches subissent violemment les conséquences de cette guerre et tous les dirigeants se voient obligés de prendre des mesures sociales pour éviter que la population ne sombre dans la précarité.
Pour le Professeur AKPABLI Octavianus, le Président Talon et son gouvernement devraient être soutenus et accompagnés dans la mise en œuvre de ces mesures sociales pour le bien être du peuple béninois. Car faire la politique, c’est aussi apprécier positivement ce que fait l’adversaire pour le bien être de la population. En un mot, c’est un acte qui devrait recevoir le soutien de toutes les couches socio-politiques

Today, I went to the beach with my kids.
