Une séance d’information s’est tenue ce 08-Août 2019 au ministère du cadre de vie et du développement durable avec les responsables des supermarchés, pharmacies et autres structures utilisatrices d’emballages en sachets plastiques non biodégradables relatives à la sensibilisation sur les dispositions de la loi n-2017-39 du 26 décembre 2017 portant interdiction de la production de l’exportation de la commercialisation de la détention de la distribution et de l’utilisation des sachets plastiques non biodégradables en République du Bénin.
Faisant suite à plusieurs autres, cette séance témoigne de la volonté des responsables de la Direction Générale de l’Environnement et du Climat d’adopter une politique douce pour l’application effective de la loi…
Pour planter le décor, une présentation à l’endroit des participants pour leur démontrer l’impact environnemental de l’utilisation du sachet plastique :
Pollution esthétique du cadre de vie : certains caniveaux sont remplis de sachets plastiques, conséquence stagnation des eaux usées, mauvaise odeur et agglutination des mouches …
Dégradation de la qualité de l’air : Brûlage des sachets plastiques, source d’émission (POP) notamment les dioxines et furannes, substances cancérigènes très dangereuses pour la santé
Pollution du sol : sachets enterrés limitent l’infiltration et les remontées d’eau par capillarité
Pollution du milieu aquatique : matières plastiques provoquent une modification des sous-écosystèmes, notamment ceux benthiques

L’impact sanitaire de l’utilisation des sachets plastiques:
Intoxication alimentaire: utilisation des sachets plastiques pour emballer les aliments chauds intoxique la nourriture, voire intoxication de l’homme
Cancer : études récentes sur le Bisphénol A et les phtalates, produits chimiques présents dans les plastiques, montrent que ces derniers peuvent causer des maladies comme le cancer
Prolifération du paludisme: sachets plastiques jetés, gîtes larvaires de moustiques qui favorisent la prolifération du paludisme
Pollution de l’air: la fumée produite contient du dioxyde qui est cancérigène.
Les enfants sont très vulnérables. Les sachets plastiques étouffent facilement les enfants et créent d’énormes dégâts quand les enfants les avalent.

Aussi ont il été informés sur les dispositions pénales prises par la loi sur les sachets plastiques et les pièces à fournir pour l’obtention d’agrément pour l’importation des sachets biodégradables
Aux préoccupations de ces acteurs présents à l’invitation M. Martin Pépin AÏNA, Directeur Général de l’Environnement et du Climat avec à ses cotés M. Bertin BOSSOU, Directeur de la Gestion des Pollutions Nuisances et de la Police Environnementale, a expliqué longuement, levé des doutes sur des incompréhensions, orienter et mis en garde.
Le Président de l’Association Nationale des Pâtissiers et Boulangers Servais PADONNOU a dit les mesures prises déjà à leur niveau pour accompagner la lutte sans grand succès et insisté sur l’urgence d’évoluer dans ce combat contre l’utilisation du sachet plastique en ces termes…
« Nous nous sommes mobilisés pour nous mettre au pas dès que le top a été donné et il nous a fallu 8 mois pour nous constituer en associés et sortir des emballages-papiers pour les pains. Les emballages produits à ce jour ne sont pas utilisés parce qu’il n’y a pas eu un accompagnement. Ils servent d’ornement dans nos points de ventes ; Les pâtisseries et boulangeries qui se sont engagés dans cette marche ont systématiquement perdu leurs clients qui se sont rabattus sur ceux qui ne se sont pas engagés avec nous. Aujourd’hui ces emballages sont un ornement alors que c’est en réponse à cette dynamique que vous avez lancé de supprimer l’utilisation des sachets plastiques. Les autorités nous ont demandé de nous mettre à l’abri du coup de la loi , que tout le monde devra opter pour la solution sans sachets mais puisqu’il n’y a pas une répression sévère rien ne prend. J’ai même pris l’initiative personnelle d’impliquer la police républicaine parce que la loi est là et existe il faut réprimer. Nous avons rencontré le procureur qui veut nous accompagner à actionner la phase répressive. Nous; nous sommes prêts. Si vous vous ne l’êtes pas annulez purement et simplement la loi. Annulez-la si vous ne pouvez pas sévir. Au cas échéant il faudra frapper »
En réponse à cette intervention le DGEC applaudit l’engagement, explique la difficulté majeure qui freine plus ou moins la portée de la phase répressive et en appelle à la responsabilité de chaque citoyen.
« Que vous ayez changé tout ce que vous avez en sac papier est à saluer J’apprécie la démarche. Pour Frapper, nous allons frapper!!!. Nous avons traversé une période où frapper nous était compliqué; Les mêmes politiques qui ont proposé la loi et ont voté vont crier au zèle parce que tel ou tel de leur parent a été interpellé. Nous choisissons d’y aller stratégiquement mais au delà il est impératif de sensibiliser le peuple à une éducation d’écocitoyenneté au Bénin pour que nos populations prennent conscience des risques de l’utilisation des sachets plastiques pour eux. Au cours des échanges une préoccupation concernant les conditions pour la conduite d’un projet d’installation, de transformation des sachets plastiques en granulé avec un aspect d’importation de sachets plastiques de la Chine pour le Bénin a été évoquée; le Professeur Martin Pépin AÏNA lève tout équivoque…
« Il ne pourra plus faire rentrer du sachet plastique sur notre territoire mais il aura notre soutien pour transformer tout ce qui est sachet plastique sur le territoire en granulé. J’ai tenu la même rencontre que celle ci avec le haut commandement de la douane pour que tout ce qui arrive comme sachet plastique soit systématiquement détruit. Avec les douaniers,je puis m’assurer que le message est passé. Nous ne laisserons plus passer une seule goutte de sachets plastiques et nous avons déjà commandé des détecteurs de sachets biodégradables pour qu’ils puissent systématiquement vérifier la nature biodégradable du sachet même l’agrément est présenté. Si malgré tout ceci, ils laissent passer ils seront punis par la loi. Ainsi je le redis votre entrepreneur aura tout notre soutient pour transformer les sachets plastiques sur notre territoire mais pas pour les faire entrer.»
Il précise néanmoins pour répondre à d’autres inquiétudes que les produits déjà conditionnés depuis la fabrication comme les Bombons et autres seront frappés d’écotaxes.
«Nos compatriotes nous ont toujours taxé de ne pas suffisamment sensibiliser et je me rends compte avec toutes les questions que j’ai reçu aujourd’hui que malgré tout ce qui a été fait que les gens restent sous informés et que plusieurs autres couches restent ignorantes. Toutefois, nous avons suffisamment investis dans la sensibilisation et il est important de passer à l’application de la loi. »
Plus d’une heure d’échanges et on retient que cette cible est désormais mieux informée non seulement sur le fait que :
Le sachet plastique est fabriqué en une (1) seconde, utilisé pendant 20 minutes et sa durée de dégradation est estimée entre 200 et 400 ans.
La nocivité de ce produit pour l’environnement dépend largement de sa durée de vie.Il fait partie des polluants les plus persistants et pose d’énormes problèmes arrivé une fois au stade de déchet car il n’est pas dégradable.

De la disponibilité ou non des sachets biodégradables sur l’étendue du territoire, le Professeur Martin Pépin AÏNA sensibilise à l’utilisation de la solution sac en papier et sac en tissus et justifie.
« L’argument selon lequel il n’y a pas de sachets biodégradables sur toute l’étendue du territoire est dépassé et n’est pas valide. Nous devons veiller à l’application de la loi. Pour vous qui avez aujourd’hui compris, soyez nos ambassadeurs… » a t-il fermement martelé avant de lever la séance.
