Introduit en procédure d’urgence la constitution de 1990 sera modifiée dans la même soirée toujours à l’unanimité et comporte plusieurs nouveautés dont entre autres…
La discrimination positive faites aux femmes; La Limitation des mandats des députés; La Reconnaissance constitutionnalisée de la chefferie traditionnelle; la limitation à deux mandats du président de la République; l’institution du poste de vice président ; Le choix pour des élections couplées dites générales…
