VERS L’ADOPTION DE L’ECO
Les pays membres de l’Union Économique et Monétaire Ouest Africaine (UEMOA) sont à un tournant. 2020 verra l’adoption de l’Eco, nouvelle monnaie commune aux 8 pays de la zone franc de l’Afrique de l’ouest qui se substituera au conspué franc CFA. La pression exercée par des masses conscientisées, reflet de la percée de mouvements de la société civile de la sous région ouest africaine ont été de puissants catalyseurs. A cette première, dont la déferlante s’est aussi abattue sur la France, s’est couplée une pression par le haut de dirigeant européens lassés de l’assise de Paris en Afrique et de son arrogance. Mais aux premières lueurs de 2020 cette nouvelle monnaie, rejetée par 6 pays de la Communauté Économique des États d’Afrique de l’Ouest (CEDEAO), et dont les contours demeurent flous, est regardée avec une méfiance accrue.
À l’aube de 2020 et quelques jours après le communiqué de la Zone Monétaire d’Afrique de l’Ouest (Nigéria, Ghana, Sierra Leone, Libéria, Gambie et Guinée-Conakry) du 16 janvier, dénonçant une adoption unilatérale de l’Eco par les pays membres de l’UEMOA, accusés de surcroit d’en avoir trahit l’esprit, la nouvelle monnaie commune aux 8 pays de l’union, dont le lancement est prévu dès cette année est source de confusion. Au sein de la CEDEAO, le projet de monnaie unique entre Bénin, Burkina Faso, Côte d’Ivoire, Guinée-Bissau, Mali, Niger, Sénégal, Togo, Gambie, Ghana, Guinée, Libéria, Nigéria, Sierra Leone et Cap-Vert, dont les 8 premiers utilisent le FCFA est en gestation depuis 30 ans. La question de l’avenir du FCFA s’est hissée en haut de l’agenda politique en 2018 et 2019. Signe qui ne trompe pas, plusieurs anciens ministres français de l’économie et des finances, de Dominique Strauss-Kahn à Michel Sapin ont été poussés à se prononcer sur le FCFA, ainsi que d’autres figures politiques de premier plan dont l’ancien président français Jacques Chirac.

Cependant s’agissait-il de réformer de fond en comble un système monétaire hué et décrépit, ou de n’en donner que les gages à des populations assoiffées d’indépendance? Souvent sévèrement critiqués en interne, accusés d’être mous, à la solde de Paris et de ses intérêts sur le continent, était-il question de corriger un sophisme institutionnel ou de regagner en popularité en se drapant d’une toge panafricaniste?
Les doutes quant à la réelle avancée que constituerait l’Eco se fondent en partie sur la crédibilité des acteurs engagés dans le processus et leur proximité avec la France. Ainsi alors qu’Abidjan avait été mi-juin 2019 la rampe de lancement du nom de la nouvelle monnaie, le soutien du président ivoirien Alassane Ouattara suffit à lui seul à éveiller les suspicions. D’aucun s’interrogent, comment un ferme défenseur du FCFA, considéré comme l’un des principaux alliés de la France en Afrique, ayant affirmé pas plus tard qu’en février 2019 que le FCFA était une « monnaie solide », et continuant de défendre un arrimage de l’Eco à l’Euro par l’intermédiaire de la France, peut-il soudainement se muer en tête de pont d’une mobilisation qu’il combat?

Le repositionnement de Paris semble être caractérisé entre autres par un intérêt manifeste pour les pays anglophones. Ainsi, en visite au Nigéria en juillet 2018, le président français Emmanuel Macron s’est livré à une opération de charme envers la première puissance économique africaine, notamment en donnant de sa personne à Lagos au cours d’un match de basket et en jouant des percutions au Shrine, haut-lieu de culture et de résistance du continent.
